The City of Grants Pass (City) is requesting Proposals to provide a professional vehicular parking evaluation analysis of all public and private parking spaces available for the use within the CBD, the need for additional parking due to recent changes and future development within the CBD, potential locations and type of parking (i.e., parking lots or parking structures, and electric vehicle charging station), along with potential locations for future public restrooms.  

Scope of Work.  Specifics to be included in the Study:  

  1. Detailed inventory to include type, amount and regulations associated with all public parking spaces located on street and within City owned public parking lots within the CBD to be represented both graphically and within the report.
  2. Detailed inventory to include type, amount and regulations associated with all private parking lots within the CBD and inventory of spaces provided.
  3. Results of interviews with local business operators and property owners regarding parking challenges and availability of public restrooms in the downtown.
  4. Observation of parking utilization in the CBD during peak times on one weekday, weekend and during a downtown event.
  5. Analysis of the relative relationship between the determined need and availability of parking and public restrooms in the CBD.
  6. Consider applicable recommendations for future land use in the CBD area.
  7. Identify possible locations for additional parking and/or parking structure and public restrooms.
  8. Maps and/or other graphics for the visual representation of the results of the parking/restroom analysis.
  9. Final conclusions/observations report regarding the existing parking/restroom conditions identified, suggested solutions, and a professional opinion about the need/justification for a public parking structure and public restrooms in the downtown. 
  10. Cost analysis and implementation plan.
  11. Presentation of findings to the City Council.

The City will evaluate each proposal based on the individual or firm most available and capable of performing the study. The relevant experience of the professional, the key staff who will be directly supervising and involved in the project, and a demonstration of the ability of the professional to complete similar projects on time and on budget. The City is interested in past references and recommendations from past clients. Most importantly the professional has a clear understanding of the City’s objectives and outcomes sought and has explained how those can be met through the professional’s approach of the project.
