The City is an entitlement jurisdiction that receives an annual allocation of CDBG funds from the US Department of Housing and Urban Development (HUD). As a recipient of CDBG funds, the City is required to provide the public and HUD with an assessment of its accomplishments towards meeting the goals and objectives identified in the 5-Year Consolidated Plan. This report, Comprehensive Annual Performance and Evaluation Report (CAPER), evaluates achievements made by the City of the goals identified in each year's Annual Action Plan.
