PY2022-2023 Process & Documents
***CANCELED*** Public Comment for Environmental Review for Children's Advocacy Center
The non-profit Friends of Josephine County Children's Advocacy Center has applied for development of a new office building for the advocacy center. The new development will occur at 202 NW A Street, Grants Pass Oregon. Currently the site is a vacant lot across from City Hall. The new center will afford more accommodations for the agency to provide the necessary support services for abused children of both the county and city. The location affords easier accessibility for all agencies who support the center. HUD requires an Environmental Review before development may begin. Public Comment begins Tuesday January 17 and ends February 1, 2023. The review document may be viewed below and at the Community Development Department, 101 NW A Street, Room 202. PY 2022-2023 Year 3 Annual Action Plan
The City of Grants Pass began the annual process for developing and adopting the Year 3 Annual Action Plan to fund activities and projects that address the priorities identified in the 5-Year Consolidated Plan early spring 2022. The process followed timelines specified in the City's citizen participation plan and federal law.
The Draft PY2022-2023 Year 3 Annual Action Plan (AAP) was available for public review and comment from June 8, 2022 to July 8, 2022.The City Council held a public hearing on August 3, 2022 to consider public input and review and adopt the draft PY2022-2023 Year 3 AAP. The Council adopted the PY2022-2023 Year 3 AAP on August 3, 2022. The AAP was submitted to HUD for approval on August 12, 2022. HUD required a few revisions and the AAP was resubmitted to HUD September 2, 2022. HUD approved the City's PY2022-2023 Year 3 AAP on September 6, 2022.

Public Hearing for Community Needs and Priorities - PY 2022-2023
Each year the City of Grants Pass receives Community Development Block Grant (CDBG) funds to be used for projects which predominately benefit low- to moderate income persons, prevent/eliminate blight, or meet urgent community needs which pose a serious threat to the health, safety and welfare of the citizens.
Every fifth year the City adopts a 5-Year Consolidated Plan which guides use of the CDBG funds over the next five years. Each year the City prepares a 1-Year Action Plan to allocate annual grant funds for specific activities to address identified needs.
The City of Grants Pass is beginning the annual process for developing and adopting the 2022-2023 Year 3 Annual Action Plan to fund activities and projects to address the priorities identified in the 2020-2024 5-Year Consolidated Plan. This process follows timelines specified in the City's Citizen Participation Plan and federal law.
The City Council will hold a public hearing on the Community Needs and Priorities on Wednesday, April 20, 2022 at 6:00 pm to consider the comments/suggestions from the results of the Survey posted on February 9, 2022 for those activities the public felt were most in need within the community. The suggestions and comments will be incorporated into the 2022-2023 Year 3 Annual Action Plan.

Normally the City would hold a public meeting Open House/Workshop where the public would attend and put forth their ideas and suggestions of the Needs and Priorities of the community. Due to the continuing COVID-19 pandemic, no public meeting will be held this year. As last year, the City has prepared a Survey to complete to ascertain the community needs and priorities. These ideas and suggestions will help develop the 2022-2023 Year 3 Annual Action Plan.
